Charles Vellutini specialises in macro-economic policy, aid strategies, programme evaluation and private sector development. In these areas, he has led or participated in missions in more than 30 developing countries, transition economies and new European member states, mainly for governments and leading funding agencies. He leads ECOPA’s consulting projects for private companies. Charles has a strong track record in strategic consulting for governments and companies, as well as in economic modelling (econometric models; general and partial equilibrium models). He is an Associate Professor of Economics at the University of Toulouse, where he teaches macroeconomics and development economics at Master's level. His recent publications (in The Journal of Development Economics; Economics Letters and Revue Française d’Economie) have focused on development economics and the effectiveness of aid. He graduated from HEC and received his PhD in Economics with highest honours from Université Panthéon-Sorbonne with a thesis entitled 'Economic integration, growth and convergence'.

Cristina Rampulla’s consulting experience covers aid policy, macro-economic policy and private sector development. She has participated in consulting missions for the European Commission and the World Bank in both developing economies and new European member states. A quantitative economist by training, she brings her expertise in the application of macro-economic modelling (both general and partial equilibrium models) to ECOPA's projects. She holds an MSc in quantitative Economics from the University of Toulouse.

Georges Casamatta is a leading economist specialising in public economics and political economy. His main research interests are pension policy, income taxation and redistribution. He has held a research position at the Toulouse School of Economics and the French National Centre of Scientific Research (CNRS) since 2000. He has published extensively in leading peer-reviewed journals such as the Journal of Development Economics, Social Choice and Welfare and Resource and Energy Economics. His most recent publications concern the effectiveness of aid, the democratic determination of income tax schedules and agricultural tax policy. Georges holds a PhD from the University of Toulouse.

Nicolas Herault is a quantitative economist specialising in trade policies, tax policies, labor economics and income distribution issues. His research makes extensive use of macro-economic modelling techniques, trade data, household surveys and econometric techniques. He has contributed to micro-macro modelling by implementing and assessing various approaches to link micro-economic models to computable general equilibrium models. While working at the University of Melbourne, he participated in research assignments for various Australian Commonwealth departments. Nicolas has recently undertaken commissioned research for the World Bank on the impact of trade policies on the South African economy. He has published extensively in leading academic journals. Nicolas holds a PhD and a Master’s degree in economics from the University of Bordeaux IV (France).

Özgür Kaan Ererdem specialises in economic growth, tax policy and public debt sustainability. His expertise is in macro and microeconomic modeling, as well as applied econometrics. He has accumulated experience in the private sector while working as an economist with the Turkish Industry and Business Association (TUSIAD). He is involved in ECOPA’s quantitative marketing projects for European private businesses and has participated in economic consulting assignments in Asian, African and Middle Eastern countries for the World Bank/IFC. Özgür holds a PhD in Economics from Dauphine University (Paris).

Pierre Merckx specialises in statistics and computer-based decision support. He has undertaken many missions with different types of clients in the private and public sector. His experience is focused on data-mining, statistical indicator generation, prediction methods and computer tools for database management and exploitation. Pierre has a Master’s degree in mathematical and computer modelling from Paule Sabatier University (Toulouse III).

Fatiha Aktattach provides the ECOPA team with logistical and administrative support in project management, daily management, market studies and finance issues. Fatiha obtained her post-graduate degree from the University of Montreal and holds a Master’s degree in economic sciences and international finance from the University of Lyon II.
